What are the EPA regulations in Indiana, or anywhere for that matter, for a service like house washing? Do you have to trap and catch the dirty water? If so how do you accomplish that in a cost effective way?

Most houses are surrounded by landscaping, grass, and soil. When this is the case waste water recovery is not enforced. The soil will filter the dirty water before it gets to a drain.

If the home or building is surrounded by concrete, asphalt, or some other hard surface then you should recovery. Recovery in the pressure washing business is really nothing more than NOT letting the waste water go down a drain where it could find its way to a stream or river.

The proper way to do this is to block the drains with EPA approved drain blocks. The water will then puddle up around the drain. After the washing, the water is sucked up using a sump pump and discharged into a holding tank. The water is then hauled off and dumped in an EPA approved location.
