i am performing a government funded construction contract under the EJCDC C-710 contract documents. a home owner on a street we worked on is claiming that i did $3800 worth of damage. the Owner (the city) is claiming to pay the home owner directly and will deduct that amount from my final payment. i object to this and don't feel it is the proper way to work under the EJCDC C-710 contract documents.

is the Owner acting beyond the means of our contact to do this?

Yes I feel that he is. What damage is the home owner trying to say you did. Does the homeowner have evidence of said damage and do you have evidence of no said damage?
