The best deal for your money would not be to remove the siding and install another siding that requires maintenance.

Vinyl siding contractors typically will remove any rotten would and replace with solid wood to insure proper installation of the vinyl siding.

Depending on your reason and budget consider these couple of things to decide which siding to use:

1- If you are not going to be in your home more than a couple of years, and just want the look and maintence free for resale, then your non insulated panel system would be the way to go.
A- Typically a 3/8" insulated panel is installed with this siding, but has very little R- value, it's more to give the installers a flat surface to work with.

2- To stay in your home. The only way to go is to utilize the Prodigy insulated system, that way the cost will come back to you with the energy savings.You can go to the Prodigy web site and calculate the savings and the time it would take you to recoupe your money.
A- The Prodigy siding system will add a R-5 to the home
